Library Policies
Library Lending Privileges
- Library cards are FREE for residents living within the Tri-City Public Library District boundaries.
- To register, bring in a form of photo identification and a piece of mail listing your current address. Juvenile cards are also available for children age 17 and under, with a Parent/Legal Guardian present.
- Your library card is good at any library within the Illinois Heartland Library System (IHLS). You may also borrow books online via the IHLS SHARE database and have items sent to your local library of choice.
- Your card also gives you access to CloudLibrary and Library On The Go, where you can borrow E-books and E-audiobooks and download them to your computer, E-reader or other mobile device (Note: not all devices are compatible).

Freedom of Information Act (FOIA)
Tri-City Public Library District is committed to providing citizens and taxpayers access to applicable public records under the Freedom of Information Act.
- Control over our policies and procedures is exercised by the Tri-City Public Library Board of Trustees which meets monthly on the third Tuesday, at 7:00 PM.
- The Library is required to report and to be answerable for library operations to the Illinois State Library, Springfield, Illinois. Its members are State Librarian, Alexi Giannoulias (Secretary of State); Director of State Library, Greg McCormick; and various other staff.
